We are aware what the book reads and it is a source of this kind of question. If using citric acid as the activator, it does turn amber after 30 seconds. If using hydrochloric acid as the activator, it does remain yellow. To make sure that it is good, it must be tested with chlorine dioxide test strips. 3 activated drops in 4 oz of water should read at least 25 ppm. If you don't have test strips, we can test for you and send you a photo of the result, just let us know the numbers on the little white stickers in the back of the bottles that you are using.

During those 30 seconds of MMS activation, other chemicals, which are short-lived, are formed besides CLO2. Those other chemicals may be causing CLO2 test strips to read too high.
If you can smell CLO2 gas during the activation period, then CLO2 is being released from MMS. You could compare the amount of CLO2 gas you smell by making MMS1 from purchased MMS and your home-made MMS. You can activate both at the same time and compare.
Be careful not to inhale too much CLO2 gas.

Maybe it could easily make my own 4% HCL with Muriatic Acid from an hardware store (as you suggested elsewhere on this forum) and try with it. I just wonder how I will get it to 4% (from let's say a 29% HCL), what would be the step practically, could you help me?
Concerning the photometer... would a TDS meter be of any help? Something like that one below?
